This project aimed to identify the current state of eco-industrial park development, identify the current challenges that EIPs are facing, identify the role of EIPs in the recovery of Ukraine, develop recommendations for policy-makers in stimulating the development of EIPs and measure the impact of suggested interventions, increasing the capacity of Government officials in developing policies to foster the development of EIPs. During this mandate, we assessed the state economic recovery needs in Ukraine. Our project team also organized a workshop to present the findings, targeting representatives of the Ukrainian central government, industrial park (IP) representatives and businesses. Based on the results of the workshop, we developed the “state economic recovery intervention model for eco-industrial parks development”.

Description of activities performed:

Based on the identified needs, we developed a report on the state economic green recovery intervention. The report presented a work plan with responsible actors focused on implementing the concept of EIPs and identified appropriate activities to increase the country’s economic, environmental and social indicators. In particular, the following activities were carried out:

Identification of immediate incentives and interventions for the green recovery of Ukraine in post-war conditions through the development of eco-industrial parks with long-term economic benefits
A broader set of EIP-related support instruments and incentives for the green recovery to increase production and jobs across all industrial sectors through the development of EIPs or clusters to maximize industrial symbiosis
A list of available and possible post-conflict opportunities (e.g. grants or loans) for Ukrainian industry and industrial parks to move towards the practical implementation of the eco-industrial parks model, including resource efficiency, cleaner production and industrial symbiosis
Estimated sectoral impacts on the industry from implementing the proposed immediate incentives and EIP-related policies.
