Development of an Industrial Decarbonization Roadmap for the Cement and Concrete Sector in Kenya

This project supports the development of a national decarbonization roadmap for Kenya’s cement and concrete sector under the Partnership for Net Zero Industry, aimed at aligning the sector with a 1.5°C pathway and achieving carbon neutrality by 2050. The work focuses on assessing emissions profiles, identifying viable low-carbon technologies, and defining sector-specific transition pathways supported by policy, regulatory, and investment frameworks. Through technical analysis and stakeholder engagement, the assignment contributes to integrating industrial decarbonization into national climate strategies, including Kenya’s Nationally Determined Contributions (NDCs), while strengthening institutional and industry capacity to implement and monitor transition measures.

The scope of the project included:

i) Conducting a diagnostic assessment of the cement and concrete sector, including emissions profiling, technology benchmarking, and identification of key barriers and opportunities.
ii) Analysing decarbonization pathways and low-carbon technology options, including energy efficiency, alternative fuels, material substitution, hydrogen, carbon capture, utilisation and storage (CCUS), and nature-based solutions.
iii) Developing a national decarbonization roadmap to 2050, including emission baselines, interim targets for 2030 and 2040, and prioritised mitigation measures.
iv) Assessing investment needs and identifying financing strategies to support the transition to low-carbon production systems.
v) Formulating policy and regulatory recommendations to enable sectoral transformation and align with national and international climate commitments.
vi) Designing a Monitoring, Reporting, and Verification (MRV) framework to support emissions tracking and evidence-based policy planning.
vii) Facilitating stakeholder consultations and technical workshops with government agencies, industry actors, and development partners to validate and refine the roadmap.
viii) Delivering capacity-building and training programmes to strengthen technical and institutional capabilities for implementing decarbonization strategies.
ix) Preparing a comprehensive roadmap and operationalisation plan outlining implementation pathways towards carbon neutrality by 2050
