Development of the SACREEE Business Plan (2025-2029) for the Southern African Development Community (SADC) Region

This project supported the development of the 2025–2029 Business Plan for the Southern African Development Community Centre for Renewable Energy and Energy Efficiency (SACREEE), aimed at strengthening its role as a regional platform for advancing renewable energy and energy efficiency across the SADC region. The work focused on defining a strategic and operational roadmap to enhance energy security, expand access to modern energy services, and accelerate the adoption of sustainable energy solutions aligned with regional priorities and climate commitments. Through strategic analysis and stakeholder engagement, the assignment contributed to positioning SACREEE to effectively coordinate programmes, mobilise resources, and scale impact across member states.

The scope of the project included:

i) Assessing SACREEE’s existing operations, strategic priorities, and institutional positioning to identify key gaps and opportunities for strengthening its regional role.
ii) Reviewing regional and national strategic frameworks, including SADC policies and energy strategies, to ensure alignment with evolving sector priorities and market developments.
iii) Conducting consultations with key stakeholders, including member states, development partners, and regional institutions, to inform the design of the updated business plan.
iv) Developing a comprehensive programmatic framework outlining priority interventions, thematic areas, and implementation approaches for the 2025–2029 period.
v) Designing a monitoring and evaluation framework to track progress, measure impact, and support results-based management.
vi) Developing a resource mobilisation strategy, including funding approaches and budget estimates to support implementation of the business plan.
vii) Integrating gender considerations across the business plan, including measures to promote inclusive and equitable participation in sustainable energy initiatives across the region.
