Feasibility Study on Leveraging Public Data for District Climate Resilience

Country: Rwanda

The objective of this project is to assess how public data, digital tools, and institutional frameworks can be effectively leveraged to strengthen climate resilience at the district level in Rwanda. The study identifies solutions that are technically feasible, financially viable, and institutionally sustainable, with a focus on enabling evidence-based climate adaptation planning. It also aims to improve coordination among stakeholders and enhance the capacity of local authorities to anticipate, manage, and respond to climate risks, in alignment with Rwanda’s national climate and development priorities.

Description of activities performed:

– Review the policy, institutional, and climate resilience context in Rwanda, including existing initiatives related to public data, digital platforms, and district-level planning.
– Conduct a stakeholder and data landscape assessment to map key institutions, public data sources (geospatial, meteorological, socio-economic), and current data governance arrangements.
– Assess district-level climate risks and vulnerabilities and identify gaps in the availability, accessibility, and use of public data for climate-resilient decision-making.
– Analyse the technical feasibility of digital and data-driven solutions (e.g. geospatial tools, climate risk analytics, early warning systems) to support local climate resilience planning.
– Assess financial and institutional feasibility, including potential financing mechanisms, governance models, and capacity requirements for implementation and scaling.
– Identify environmental, social, and climate impacts and risks associated with proposed solutions, and outline mitigation measures.
– Develop a practical implementation roadmap, including governance arrangements, capacity-building needs, and phased actions for operationalising the proposed project.
– Prepare and validate the final feasibility study report with key stakeholders, incorporating feedback and recommendations.
