Preparation of a Multi-country Green Climate Fund (GCF) Readiness Proposal for the “Parliamentarians for Climate Finance” Initiative

The project supported the preparation of a multi-country Green Climate Fund (GCF) Readiness Proposal aimed at strengthening the role of parliamentarians in advancing climate finance governance and renewable energy investment across participating African countries. It focused on identifying institutional, legislative, and policy gaps constraining access to climate finance, while strengthening coordination between Members of Parliament (MPs), National Designated Authorities (NDAs), and key national stakeholders. Through analytical assessments and structured multi-stakeholder consultations, the work contributed to the development of a GCF-compliant readiness proposal designed to enhance legislative capacity, strengthen climate finance frameworks, and support the mobilisation of investments aligned with national climate priorities and Nationally Determined Contributions (NDCs).
Description of activities performed:
i) Conducting a comprehensive gap assessment through desk-based reviews of national climate policies, NDCs, Country Climate and Development Reports, GCF guidance documents, and existing readiness proposals to identify institutional, technical, and legislative barriers to climate finance access.
ii) Facilitating consultations with key national and regional stakeholders, including NDAs, GCF Secretariat representatives, UNIDO country offices, Climate Parliament members, private sector actors, and civil society organisations, to capture country-specific priorities and inform the design of the readiness proposal.
iii) Mapping ongoing and planned initiatives in climate finance, renewable energy legislation, and parliamentary engagement to ensure alignment, avoid duplication, and identify opportunities for synergies.
iv) Structuring the multi-country readiness proposal by integrating findings from gap assessments and stakeholder consultations, ensuring alignment with GCF Readiness Framework objectives and country priorities.
v) Drafting the full proposal package, including the Readiness ToR, technical narrative, financial documentation, procurement and HR plans, results framework, theory of change, and annexes in line with GCF requirements.
vi) Integrating cross-cutting considerations such as gender, youth, and community inclusion, including sex-disaggregated indicators and socio-economic co-benefits.
vii) Supporting NDAs in securing commitment and no-objection letters to ensure formal country endorsement and compliance with GCF submission requirements.
viii) Finalising the proposal for submission by incorporating stakeholder feedback and preparing the complete documentation package for the GCF Secretariat
