Technical assistance to Kenya’s National Treasury (Climate Finance and Green Economy (CF&GE) Unit) for development of green finance taxonomy

The objective of this assignment was to undertake a comprehensive workload analysis and capacity assessment of the Climate Finance and Green Economy Unit (CF&GEU) in order to determine whether its current organisational structure, staffing levels, skills mix, and operating processes are adequate to deliver on its evolving mandate. Based on this analysis, the assignment developed a practical and phased Capacity Development Plan that strengthened the Unit’s institutional effectiveness, supports efficient coordination of climate finance and green economy initiatives, and positioned the CF&GEU to respond to current and future policy and implementation demands.

Description of activities performed:

– Provided technical inputs on climate finance and green economy mandates, including alignment with national climate finance frameworks and priorities.
– Supported the workload analysis by assessing climate finance–related functions, responsibilities, and coordination requirements of the CF&GE Unit.
– Contributed to the development of recommendations for strengthening climate finance capacity, ensuring alignment with the Unit’s mandate and future workload.
– Supported technical discussions and validation meetings by providing expert feedback on climate finance–related findings and recommendations.
