Study on Enabling Macroeconomic and Policy Environment for Secondary Materials Markets

Country: PAGE Partner Countries

This project supported the analysis of macroeconomic and policy conditions required to accelerate the development of secondary materials markets as a key pillar of the circular economy. Implemented under the Partnership for Action on Green Economy (PAGE) framework, the work focused on identifying enabling policy environments, market dynamics, and institutional requirements to scale the use of secondary raw materials across value chains. By combining economic analysis with policy assessment, the study contributed to strengthening national frameworks that promote resource efficiency, sustainable industrial practices, and the integration of circular economy principles into economic planning.

The scope of the project included:

i) Reviewing policy and regulatory frameworks, including incentive structures, to assess their role in enabling or constraining secondary materials markets.
ii) Analysing market dynamics, including trade flows, investment trends, and value chain structures linked to circular production systems.
iii) Assessing industrial practices and technological developments in material recovery, recycling, and processing.
iv) Evaluating workforce skills, institutional capacity, and governance structures required to scale secondary materials markets.
v) Assessing infrastructure and logistics systems for waste collection, sorting, and recycling, including cross-border trade considerations.
vi) Documenting case studies of circular economy initiatives across regions and sectors to identify replicable models and best practices.
vii) Identifying key barriers and opportunities, regulatory, technical, economic, and social, and developing actionable recommendations to support the growth of sustainable secondary materials markets.
